This is a hard one.
If one parent is living above normal living standards due to someone else providing for them, other than a new spouse, can their income be counted as available resourses?

Sometimes. But this is something you will need to prove. If a stream of gifts is regular, and can reasonably be predicted to continue in the future - it is income.
