    Default rotating

    when a parent has not seen children for 4 months due to other parent hiding kids, moving children to another city without any notice does other parent have any rights to rotating child custody one year each parent???

    No, that does not automatically trigger rotating custody. Decisions are made in the best interest of the children - whatever that means in your case.
