My wife decides to tell me she wants to get a divorce, we being married for 3 years now and have a 1 year old daughter. She is a full time student at a university and she does not work. We stay at a mother in laws house. She wants to work divorce papers out between both of us and she has agreed to not accept child supporticon. Is this something dat is ok by law and also will she be the primary parental of the child.

Some judges will accept a zero-child support agreement. Some will not.

There is no "primary" anymore. Now it is the majority-parent. Also, you need to work out a parentingicon Plan.
