Default child support for institutionalized child

A friend of mine in Florida is going through a divorce. He has a agreed to pay child supporticon (and has been since the separation) for his two adopted special needs children. However, one of them has since entered a long-term (6+ months) residential program for behavioral problems related to being a drug baby. Since Medicaid is covering the majority of the expenses and his ex no longer has physical custody of the child, is he still required to pay child support for that child?

I would say probably not. But that is going to be a point argued in court.
