I cant Get Rid of my EX Wife!

Good Afternoon,
I have purchased on of the Online uncontestred Divorce packets to finalize my Divorce. I confirmed with my ex that there would be no problems. Once I purchased it and notarized and sign all of my portions, I sent her the half she needed to sign and return. In the interim, we had an arguement about how long it is taking her to send the papers back and this has gone on for 3 months. I desperately want to proceed with the action but dont want to purchase another packet for Contested Divorce and cant afford an attorney. I need to know what part of what I already purchased I can file and what part I need to file. We dont disagree on any part, we dont have debt, property, and do have 2 children but have an existing child support and Visitation Court Order in the Country she resides. St. Kitts, West Indies.

When I can reach her she wont sign, so now I just want to move forward on my own but dont know where to start and dont have money to hire a professional. What can I do???
