Child support rears

I heard from a couple of people that there was a new law passed recently that if someone owes rear child support payments that the judge can no longer incarcerate that person that owes anymore. Then I have also heard that the judge can not suspend their DL for more than 3 months. I am asking you because I know that what people say sometimes is not always true and I need to find out for my uncle. Thank you for your time! -Flores
