Child support calculations

Who is responsible for determining the final child support numbers? Is this always calculated by a judge or can child support be decided upon by the parents if they wish and if they can agree on a number?

If the parties can agree to a child support number, the parties can always stipulate to the child support amount. If the agreed upon number is different than the guidelines, then the parties can file a motion to deviate from the child support guidelines.
