child support

my husband is paying child support to his ex wife for three kids. we have the kids the majority of the time. 249 nights a year. This has been going on since 2008. we have the kids on our insurance. it was the final dissolution. isnt she supposed to report any changes within six months. can we recieve lower child suport. my husband wants to at least have some type of rights to his children so is it possible to get some kind of shared custody. the mom is making no attempt to help and always like to throw the kids on us even when its her day to get them. the kids are 12,10 and 7. Can we take her back to court for custody?

The ex wife is the one that should be paying child support.
