Default Sole Custody & Moving Out of State

I have sole custody of two children w/an ex-boyfriend who does not pay child supporticon. He's watched them while I worked in the past to help out, but this has stopped. I am moving to my mothers out of State in order to support myself & my children. My x-boyfriend now says he will have me arrested for kidnapping. Is this possible if he has no custody rights?

He can start up a court case to try to enforce his rights.

But moving is not a crime. The police will not get involved.
