I have arears child support

I have arears childsupport of around 25k I was young and irresponsible. I have a court order so my support comes out of my checks. I have a stable job and my relationship with my ex seems to be ok. I cannot get a passport? I have remarried and we are going through a divorce we have a 3 year old child. Recently my wife and I applied for a passport for my 3 year old, which she has not yet recieved. I am very worried because my wife is from Honduras and I feel like everything was a lie from the begining pertaining to the marriage. My question is this.

1. Can I get a passport if my ex excuse me of the arears?
2. Can my current and soon to be ex remove my 3 year old from the U.S. without my permission? I have read about a child abduction act but I did not see Honduras as one of the countries to sign of on it.

What should I do? I need to act fast!

If your child has a passport, you must ask the court to restrict travel. You can also ask the court to seal the passport in the court file.

If you cannot get a passport because of support arrears, you can make a similar request to the court to allow issuance.
