Sounds like the parentingplan is poorly worded. You really need to go back to court to have the parenting plan clarified.
The ex husband was awarded primary custody of our daughter. On the parentingplan it states that during visits "the mother must pay to have child fly out to california" but it also states that "the parent starting their time sharing is responsible for costs of picking up child" does this mean that I am financially responsible for picking up AND returning our child? He is refusing to let me pick her up until I email him a copy of her return flight itinerary when he changed the pick up and return dates with not alot of notice.

That is really what I didn't want to hear! I needed clarification, but you are correct. The dates, times, specifications of practically everything were not very clear. Most were contradictory to one another. I live in tx so it's really hard for me to do anything with the court system. That is a big reason why I lost primary custody, I lived in California and my finances kept me from attending our hearing. Therefore I could not dispute any of the allegations my husband had. This system sucks for out of state(ers)! Thank you for your time!
