Default marital property vs. selfishness ?

Does one spouse have the legal right, to refuse to contribute income from their employment
toward expenses (utilities, joint credit card debt, and cable bill) and housing ?
Leaving all financial obligations of maintaining a home for the family solely on the shoulders of the other spouse.

    Isn't marital income 50/50 marital property ?

If there is no pending family law matter then a spouse can do what they want (essentially). However, if there is a pending divorce matter then the parties should follow the county's administrative order that is applicable in that county. You can do a Motion for Temporary Relief and try to address the matter with the court.
