Default how do i enforce a custody order with no money?

I have a joint custody order with my ex wife for our 3 children. They live with her most of the time and go to school there. I am behind quite a bit on child supporticon because i am in the construction industry and only work a little bit right now. She says she is keeping the kids from me until i pay more ans she says she can do that because im behind. I have not received a court order or any other paperwork from her stating she can do this. I also know she has not spoken to a lawyer and she has her new husband telling her to do this. Can she keep them from me without a court order? How do I enforce the time sharing plan in our final settlement without any money or little money? Thank you.

She cannot withhold parentingicon time even if you are behind on support. You need to file a Motion for Contempt, ask for a hearing, and pay a $50 reopen fee. The Clerk of Court may be able to guide you further.
