Retro Active Child Support

My brothers dead beat dad has owed my mother almost $50,000 of child support. That he has tried everything not to pay. My mother had just went to court in August and allowed him to reduce his child support a bit if they would take it out of his check becuase he wasnt making regular payments. She died suddenly on Oct 20th. My brother just turned 18 but I would think that after all the years my mother had to support my brother without the help of his fathers child support that it could be transferred to my brother. When I called the Child support enforcement agency they said his debt would just be wiped clean. Is there anything I can do to preven this man from walking away from all this debt?
